Debby Taylor

Debby is a graduate of Western Kentucky University with a BS in Civil Engineering Technology and a BA in English and French.  Debby was a KYTC employee for over 21 years, mostly serving as a Design Project Manager.  After joining Lochner in 2004, she became even more involved in right of way, soon taking over as the Right of Way Manager.  Debby is an Associate Vice President with Lochner and has built the Lochner right of way staff to its current size of seven KYTC-pre-qualified professionals.  In her free time, Debby enjoys spending as much time as possible with family and friends, boating, reading, and quilting.

Rick Baumgardner, MAI, SRA, MRICS GAA

Rick Baumgardner is President of Baumgardner & Associates, PSC, a real estate economics company located in Elizabethtown, KY.  He has been a full time real estate analyst since 1978.  He holds a degree from the University of Kentucky in real estate and has successfully completed all courses required for designation with the Appraisal Institute.  He currently holds the MAI & SRA designation.  He has been an active member of several professional organizations.  He is a past Chapter President and Regional Rep with the Appraisal Institute; Regional Chair, past Chapter President and International Director with the International Right of Way Association; past Board President, State President and National Director with the National Association of REALTORS.  He holds the designation of MRICS with The Royal Institution of Chartered Surveyors.

Travis Carmack, SR/WA

Travis Carmack is a Right of Way Specialist in Lochner’s Southeast region. He joined the firm in 2014, bringing with him six years’ experience in eminent domain and right of way acquisition for the Kentucky Transportation Cabinet.

 

Mr. Carmack has led entire right of way acquisition initiatives and has worked as a part of a team on larger projects. His project background includes the preparation and completion of appraisals, minor acquisition reviews, project reports, and right of way estimates. He has experience in negotiations with property owners, relocation assistance for residential and business properties, and working with legal teams to prepare estimates and exhibits for condemnation and other cases. He also coordinated the disposal of surplus right of way for eight counties.

 

Mr. Carmack has completed International Right of way Association, Kentucky Transportation Cabinet, and Wilson Educational Group training courses in a variety of pertinent topics, including appraisals (associate’s level), residential and business relocation, replacement housing payments, communication, and negotiations. He attained the Senior Right of Way Professional Designation in 2019

Alissa Graf-Schad, Esq.

Alissa Graf-Schad is the owner of Legacy Title Company, LLC and is proud to be certified as a woman owned business by WBENC. Alissa is licensed to practice law in Kentucky and Indiana. She graduated from the University of Louisville, where she received her Bachelor’s of Science and her Juris Doctorate, both with honors. She is a member of the American, Kentucky, and Indiana Land Title Associations. Alissa’s practice has been concentrated primarily in real estate. Alissa provides complete title, escrow, and closing services statewide. She has been involved with several noteworthy government projects involving property acquisitions.  When Alissa is not providing real estate services, she enjoys being involved with the Floyd County Animal Rescue League and spending time with her family and friends.
