Rick Baumgardner, MAI, SRA, MRICS GAA
Rick Baumgardner is President of Baumgardner & Associates, PSC, a real estate economics company located in Elizabethtown, KY. He has been a full time real estate analyst since 1978. He holds a degree from the University of Kentucky in real estate and has successfully completed all courses required for designation with the Appraisal Institute. He currently holds the MAI & SRA designation. He has been an active member of several professional organizations. He is a past Chapter President and Regional Rep with the Appraisal Institute; Regional Chair, past Chapter President and International Director with the International Right of Way Association; past Board President, State President and National Director with the National Association of Realtors. He holds the designation of MRICS with The Royal Institution of Chartered Surveyors.
Travis Carmack, SR/WA
Travis Carmack, SR/WA a Senior Right of Way Agent with Emerald Energy and Exploration Land Company. He joined the firm in 2020, bringing with him 14 years’ experience in eminent domain and right of way acquisition for the Kentucky Transportation Cabinet and the private sector.
Travis has led entire right of way acquisition initiatives and has worked as a part of a team on larger projects. His project background includes the preparation and completion of appraisals, minor acquisition reviews, project reports, and right of way estimates. He has experience in negotiations with property owners, relocation assistance for residential and business properties, and working with legal teams to prepare estimates and exhibits for condemnation and other cases.
Currently Travis serves as Chapter 25 and Region 5’s Young Professional Chair where shares his experiences with peers to encourage them to seek their designation, guide them in their professional development, and pair them with mentors.

Wade Abbott, SET, RWA
Wade Abbott, SET, RWA is a Designer and a NICET Level IV Certified Engineering Technician for H.W. Lochner, Inc.. Since 1986, Wade has prepared preliminary and final design plans for dozens of bridges and culverts throughout multiple states and municipalities.
Wade has inspection experience with multi-span and single-span railroad and highway bridges. He has served as Program Manager of inspections and report preparations of ancillary highway structures.
Wade has broadened his interests by adding right of way acquisition services to his capabilities. He is certified by the International Right of Way Association as a Right of Way Agent (RWA). Over the years, Wade brought his experience to the Chair of the National Institute for Certification in Engineering Technologies (NICET) Board of Governors and National Society of Professional Engineers (NSPE) Board of Directors/House of Delegates as well as a past position as National President of American Society of Certified Engineering Technicians (ASCET).
