Mike Penick, SR/WA
Mike A. Penick, SR/WA, is a Property & Leasing Coordinator and Right-of-Way Manager at Louisville Metro Government; prior to LMG, Mike was employed as a Right-of-Way Agent at HMB Engineers and Presnell Associates, with acquisitions experience since 1998. Mike has a Bachelor’s degree in Business Administration from the University of Louisville, and an MBA with International Concentration from McKendree University, and a terminal degree, with memberships in the honor societies of Phi Kappa Phi and Sigma Beta Delta. In addition, Mike also teaches Economics, Finite Math, and Statistics for several local universities, and is a CLIMB certified instructor for IRWA. He has also taught courses for Jefferson County Public Schools’ Adult Education Program. Mike has served in all board level positions for IRWA Chapter 25, is currently a Certified Course Coordinator, the Chapter 25 Education Chair and now our Chapter Pres!
Orie Dobson, SR/WA
Orie Dobson is a 2001 graduate of the University of Kentucky. He has served the Kentucky Transportation Cabinet since 2009, working as a Right-Of-Way Agent in District 11 since 2013. Prior to that, he worked in the journalism field, mostly for The Manchester Enterprise in Manchester, Ky. He is a 2020 SR/WA and enjoys the acquisition, appraisal, relocation and property management specializations. In his spare time he follows the Chicago Cubs and NASCAR and plays amateur auto mechanic.

Jamey L. Cash, P.E.
Jamey Cash oversees Strand Associates' municipal discipline in their Louisville, Kentucky office, where he applies his 20 years of experience to manage engineering and right of way acquisition projects. Jamey is a key member of Strand's right of way staff that helps serve the Kentucky Transportation Cabinet, local municipalities, and various utilities. His design experience with roadway, sidewalk, and utility improvements give him a unique insight into overall project development that facilitates coordination between the acquisition and design staff and property owner communications. He has 15 years of experience in the right of way field as a project manager and acquisition agent where he negotiated with owners and representatives of residential, commercial, agricultural, and special use properties.
Jamey has been an IRWA member for a number of years and currently serves as the Treasurer for IRWA Chapter 25.

Calvin Andries
Calvin Andries works as an Environmental and Right-of-Way Specialist for Lochner Engineering in their Lexington, Kentucky office. He primarily works on transportation projects, completing NEPA compliance and working in property acquisition. He received a Bachelor's degrees in Biology and Wildlife Management from Eastern Kentucky University, and a Masters of Forestry and Natural Resources Management from the University of Georgia. Calvin was first introduced to the Right-of-Way industry through a project with Georgia Power while completing his Masters. He started working in the transportation industry in 2021, coming to Lochner in 2022. Calvin has been an active member of Chapter 25 since joining the association in 2022 and also serves as the Chapter's Environmental Committee Chair.

Chad Cutsinger, SR/WA
Chad J. Cutsinger, SR/WA, oversees the Right-of-Way discipline for Qk4 from their office headquartered in Louisville, Kentucky. He is a prequalified Project Manager, Acquisition and Relocation agent in both Kentucky and Georgia. He has been with Qk4 for more than 30 years but in a Right-of-Way role for over 25 years of that time. Chad has continued to be an active member with Chapter 25 since he initially joined the association in 1997, serving in various and multiple capacities both on the executive board and committee chairs.
